Yingke Malaysia Office | 29 July 2026

On 20 July 2026, the first “Going Out, Bringing In — Connecting China and the World, Opening a New Era of Growth” Overseas Expansion Exchange and the launch ceremony of the IN GLOBAL Legal & Business Alliance (the “Alliance”) were successfully held in the auditorium on the 26th floor of Junfa Center, Panlong District, Kunming. The event was hosted by the Alliance and jointly organised by Beijing Yingke (Kunming) Law Firm, Kunming Fuyiyunnan Biotechnology Co., Ltd., Yingke Law Firm (Laos) and Yingke Malaysia Consulting. Supporting organisations were the Kunming Overseas Chinese Youth Committee and the Kunming Overseas Chinese Entrepreneurship Alliance.
At present, the State Council’s regulations on outbound investment have formally taken effect and the policy dividends of RCEP continue to be released. As China’s gateway to South and Southeast Asia, Yunnan is entering a new window of opportunity for opening up. In line with the national strategy of high-level opening up, the event invited government departments, think-tank experts from China and abroad, overseas Chinese business associations from many countries, professional service providers for foreign-related matters, and representatives of key provincial enterprises. The programme ran across a morning and an afternoon session, centred on core topics such as cross-border investment, joint overseas expansion along industry chains, foreign-related risk prevention, and cooperation in attracting foreign investment. Through multi-level exchange, the event aims to build a high-standard, one-stop platform integrating law and business, based in Kunming and Kuala Lumpur, reaching across South and Southeast Asia and linking the world.
Morning Session
Unveiling Plaques, Pooling Resources and Empowering Industries to Open New Channels

Meng Qingyi, Vice Chairman of the Kunming Federation of Returned Overseas Chinese, attended the event and delivered remarks. Drawing on Kunming’s position as an open gateway to South and Southeast Asia, he affirmed the value of the Alliance’s founding in building a cross-border exchange platform for overseas Chinese capital and enterprises and serving China–foreign trade, and expressed hope that the Alliance will gather overseas Chinese resources at home and abroad to help local enterprises seize RCEP opportunities and expand into overseas markets in a steady and orderly way.

Yang Jingjing, Chairman of the Council of the Alliance, delivered the keynote address and released the Alliance’s development vision on site. She explained the Alliance’s “Council – Secretariat – Three Business Centers” structure and set out in detail the functions of its three core divisions: the Professional Services Center, the Industry Development Promotion Centers and the Law & Business Institute. The Alliance follows a development model of “integration of law and business, AI-driven, dual-headquarters operation”, pooling diverse resources such as law firms, industry think tanks, overseas industrial parks, cross-border real industries and cross-border finance. Around the full life cycle of an enterprise’s overseas expansion, it provides integrated services including market research, foreign-related compliance, landing in overseas parks, investment and financing matching, and handling of cross-border commercial disputes, creating a regular, professional service platform for two-way investment cooperation between China and other countries.

Guided by the principles of “equal cooperation, resource sharing, complementary strengths and win-win development”, the Alliance has set up a dual-headquarters structure, with a domestic operations center in Kunming and an overseas operations center in Kuala Lumpur, Malaysia, and will keep integrating quality resources at home and abroad from government, business, think tanks, law firms and overseas parks.
With that, the first “Going Out · Bringing In — Connecting China and the World, Opening a New Era of Growth” Overseas Expansion Exchange and the Alliance launch ceremony came to a successful close. Looking ahead, the Alliance will focus on four key areas — Chinese enterprises expanding abroad, foreign investment coming to China, cross-border risk control, and cross-regional industrial collaboration — and will establish a regular exchange and collaboration mechanism, continuing to hold industry roadshows, overseas park promotions, foreign-related compliance training and think-tank seminars. It will seize the opportunities of RCEP, keep building a new platform for mutually beneficial economic and trade cooperation linking China and the world, explore new growth paths for Chinese and foreign enterprises, and jointly build a new ecosystem for cross-border cooperation.
